General Manager Receives 15% Pay Increase

At the November board meeting, the Board voted for a 15% additional pay increase for our General Manager. I could not support that for many reasons. Our General Manager had already received a 3% COLA granted to all employees and a 3% increase as part of a 9% 3 year raise voted on in 2013. See articles below for more information.

Water Quality

The Consumer Confidence Rule requires public water suppliers that serve the same people year round (community water systems) to provide consumer confidence reports (CCR) to their customers. These reports are also known as annual water quality reports or drinking water quality reports.

All of Zone 7's water delivered to its retailers serving homes and businesses in Livermore, Pleasanton, Dublin and Dougherty Valley meets state and federal health-related drinking water standards and, in almost all cases, the quality is much better than required. In addition, Zone 7 water meets most of the Agency's own, more stringent, water-quality targets. These internal targets were developed for an additional margin of safety and to address local concerns regarding such things as taste, odor and water hardness. Zone 7's Water Quality Management Program -- developed jointly by Zone 7 and its stakeholders, including its water retailers -- establishes internal targets and policies for both treated and untreated water quality. These targets help guide operations and help provide a basis for upgrading or improving facilities and providing new facilities when necessary.

Drought Watch 3/17/15

The Department of Water Resources (DWR) has increased allocations of State Water Project (SWP) water to 20%. This is the second increase this season; in January, DWR increased allocations to 15%, up from December's 10% allocation. Despite these consistent increases, deliveries will still be far below the 4.2 million acre-feet requested by the 29 agencies that receive water from the SWP. The SWP has not delivered 100% allocation since 2006 and delivered only 5% in 2014.

Upcoming Community Meetings Re: OWTS

The California State Water Resources Control Board has recently adopted a new Onsite Wastewater Treatment System (OWTS, otherwise known as septic) policy that requires local agencies to become certified by the State in order to continue to implementing their OWTS program.

The Alameda County Department of Environmental Health's Land Use Program staff will present an update on the Onsite Wastewater Treatment Program in Alameda County and its potential implications to residents and business owners with septic systems. This program is hosted by Supervisor Miley.

You are invited to attend a Zone 7 presentation on our draft Nutrient Management Plan (NMP) for the Livermore Valley Groundwater Basin, where staff will review the proposed changes made since last year's stakeholder meeting. At this meeting, we will also review and discuss the proposed permitting criteria for new onsite wastewater treatment systems (OWTS, i.e. septic systems) for the Buena Vista, Mines Road, Greenville, and May School groundwater high nitrate Areas of Concern. There will also be ample opportunity for the attendees to ask questions about the contents of the draft NMP and the wastewater management strategies proposed in the plan.

Storm Update and Resources

At present, flash flood warnings continue in the Tri-Valley. Heavy rain band moving slowly eastward.

Zone 7 continues to monitor the forecast and current conditions. We have additional employees in the field today inspecting bridge crossings and keeping an eye on the channels. We also have a contractor on standby should there be any problems.

We do not expect any significant regional flooding, but will likely have higher flows in the channels than we have seen for several years. This will capture more debris in the channel and there will likely be localized flooding within the cities due to backed up stormed drains.

With the high winds, we do expect downed trees and the potential loss of power at some of our Zone 7 facilities.  However, we have backup generators and this should not impact our ability to deliver water.

Please use caution and stay safe. If you can't see the road in front of you due to flooding, don't drive through the area!

Sandbags

  • Pleasanton: Residents can pick up free sandbags at the Pleasanton Service Center, 3333 Busch Road. They are located in the parking lot under a brown tarp and can be picked up anytime.  
  • Dublin: Sandbags for Dublin residents and businesses (limit 10) can be picked up from the City's Public Safety Complex, 6363 Clark Avenue or at the City Corp Yard, 5709 Scarlett Court. Sand, shovels, and bags provided.
  • Livermore: LPFD Station #6, 4550 East Avenue and LPFD Station #8, 5750 Scenic Avenue. Bring a shovel!

Mandatory Water Use Restrictions

California is in a third consecutive dry year, and calendar year 2013 was the worst in 150 years of recorded history in many parts of the state, including the Livermore-Amador Valley.

Zone 7 Water Agency’s Board of Directors declared a local drought emergency on January 29, 2014, and has directed its treated and untreated customers reduce their water use by 25 percent.

More than 80 percent of Zone 7’s water supply comes from the State Water Project and is conveyed through the Delta. The Department of Water Resources has set a 5% allocation for State Project water this year, the lowest in SWP history, and that water won’t be available until September. This means that Zone 7 will have to rely on stored water from last year through summer.

Water Conservation Rebates!

Zone 7 offers several rebate programs in cooperation with its water retailers.

Water-efficient Lawn Conversion Rebate
Recently updated! Rebate for single family residence increased to a maximum of $750 based on square footage converted. For a non-residential or multi-family property, the rebate has been increased to a maximum of $4500.

High-efficiency Toilet Rebate
Replace toilets using 3.5 gallons or more per flush with high-efficiency toilets using 1.28 gallons or less per flush. Rebates up to $100 per toilet are provided.

High-efficiency Urinal Rebate
Business and institutional customers can replace existing urinals using 1.0 or more gallons per flush with high efficiency urinals that use 0.5 gallons per flush. Rebates up to $200 per urinal are provided.

High-efficiency Clothes Washer Rebate
Earn a combined water-energy rebate of $200 for your purchase of a qualified "Energy Star Most Efficient" clothes washer. This is a joint program offered by Zone 7 and PG&E.

Zone 7 also offers a water rebate of $50 for a Tier 3 clothes washer.
